This urban district consists of eastern Mesa and its suburbs.  Most of this district is urban, but it is still tends to be very conservative. This district was redrawn before the 2012 election, and since then it has been held by a Republican. A member of the House Freedom Caucus, incumbent Andy Biggs is considered one of the most conservative Republicans in the house. He voted against the GOP health-care overhaul because it did not do enough to repeal the Affordable Care Act and supports President Trump’s plan to build a border wall. His Democratic opponent, Joan Greene, styles herself as a pro-business Democrat, and also believes that health-care is a right.
