California's thirteenth congressional district consists of the central bay area, and consists of the northern portion of Alameda County. Cities in the district include Alameda, Albany, Berkeley, Emeryville, Oakland, Piedmont, and San Leandro. The race is between Democratic incumbent Barbara Lee, the incumbent since 2012, and the Green Party challenger Laura Wells. In 2016 Obama won 93% of the vote and Lee won 91%. In 2012 Obama won 91% of the vote. California 13 is 34% White, 20% Black, 23% Asian and 21% Hispanic.
