California's sixteenth congressional district consists of central California and includes areas of Fresno County, Madera County, and Merced County. The district has been consistently Democratic since the sixties. This race is between Democratic incumbent Jim Costa, incumbent since 2012, and Republican challenger Asian Elizabeth Heng. In 2016 Obama won 61% of the vote and Costa won 58%. In 2012 Obama won 60% of the vote. 60% of California 16 is Hispanic and 25% is White.
