California's eighteenth congressional district consists of the southern San Francisco Bay Area including Palo Alto, Redwood City, Menlo Park, Stanford, Los Altos, Mountain View, Campbell, Saratoga, Los Gatos, and parts of San Jose. The district has been consistently Democratic since the eighties. This race is between Democratic incumbent Anna Eshoo, incumbent since 2012, and Republican challenger Christine Russell. In 2016 Obama won 78% of the vote and Eshoo won 71%. In 2012 Obama won 70% of the vote. 60% of California 18 is White.
