California's twentieth congressional district consists of the central coast of California and includes the counties of Monterey and San Benito and portions of Santa Clara County and Santa Cruz County. The district has been consistently Democratic since the nineties. This race is between Democratic incumbent Jimmy Panetta, incumbent since 2016, and Independent challenger Ronald Paul Kabat. In 2016 Obama won 75% and Panetta won 71%. In 2012 Obama won 73% of the vote. Half of California 20 is Hispanic and 40% is White.
