California's twenty-first congressional district consists of southern central California, includes areas of Fresno County, Kern County, Kings County, and Tulare County. Cities include Coalinga, Delano, Hanford, and parts of Bakersfield. The district has been consistently Republican since the eighties. The race is between Republican incumbent David Valadao, incumbent since 2012, and Democratic challenger Dem TJ Cox. In 2016, Obama won 58% of the vote and Valadao won 57%. 71% of California 21 is Hispanic and 20% is White.
