California’s 31st district contains the city of San Bernardino and other parts of San Bernardino County. It has been represented by Democrat Pete Aguilar since 2015; he defeated Republican incumbent Gary Miller in the 2014 midterm. He was previous the mayor of Redlands, California and is currently the whip of the Congressional Hispanic Caucus and an assistant Democratic Whip in the House. He is being challenged by Republican economist Sean Flynn, who came in second to Aguilar in the primary by less than 1000 votes. In this district, Obama received 58.5% of the two-party vote in 2012, Aguilar received 51.7% of the two-party vote in 2014, Clinton received 61.2% of the two-party vote in 2015, and Aguilar received 56.1% of the two-party vote in 2016.
