California 39 contains parts of Los Angeles, Orange, as well as San Bernardino county. CA-39 was represented by Republican Edward Royce, who served in the House for 25 years. In 2018, Royce announced that he would not run for re-election, leaving his chair open for two new candidates. Republican Young Kim won the CA-39 top two primary, earning 21.22% of the total vote. Kim started her political career in 2014, unseating an incumbent for her spot in the 65th District of California State Assembly. Democrat Gil Cisneros won 19.42% of the total votes in the top-two primary, earning him the last spot on the CA-39 ballot. Cisneros served as a US Naval Officer and currently works as the Secretary of the Latino Donor Collaborative and as a board member of The Wooden Floor. In the past, CA-39 has leaned Republican. In 2012, Obama only won 48.11% of the two-party vote; in 2014, Democrat Peter Anderson won only 31.5% of the two-party vote; and in 2016, Clinton won 55.61% of the two-party vote and Democrat Brett Murdock won 42.8% of the two-party vote.
