It contains Seal Beach, Sunset Beach, Huntington Beach, Midway City, parts of Westminster, Fountain Valley, parts of Garden Grove, parts of Santa Ana, parts of San Juan Capistrano, Costa Mesa, Newport Beach, parts of Aliso Viejo, Laguna Beach, parts of Irvine, and parts of Laguna Niguel. The candidates are Republican incumbent Dana Rohrabacher and Democrat Harley Rouda. In 2012, Obama won 43% of the vote. In 2014, Rohrabacher won with 64.1% of the vote. In 2016, Rohrabacher won again with 56.6% of the vote.
