This district reaches the northern coastal areas of San Diego County, including cities like Oceanside, Vista, Carlsbad, and Encinitas, as well as a small part of southern Orange County. Marine Corps Base Camp Pendleton is also in the district. The candidates are Democrat Mike Levin and Republican and Republican Diane Harkey. In 2012, Obama won 45% of the vote. In 2014, Darrell Issa won with 60% of the vote. In 2016, Darrell Issa won again with 50% of the vote.
