This district contains all of Imperial County and the extreme southern portions of San Diego County that cross the U.S.–Mexico border. Cities in the district include National City, Chula Vista and El Centro. The candidates are Democrat incumbent Juan Vargas and Republican Juan Hidalgo Jr. In 2012, Obama won with 69.4% of the vote. In 2014, Juan Vargas won with 68.8% of the vote. In 2016, Vargas won again with 72.8% of the vote.
