Following reassignment in 2012, this district primarily includes most of Tampa, making it 99.3% urban. Since redistricting, it has been solidly Democratic in election results, though all congressional races prior to 2012 were won by Republican candidates. The population is mainly white and about 1/8 Hispanic.

The Democratic incumbent, Kathy Castor (D), has represented the district since 2012 and has been in Congress since 2007. She has an interest in energy and commerce and is a supporter of education and accessible health care. She is running unopposed.
