District 2 is Florida’s least urbanized district, with 49% of residents living in rural areas. The district is anchored in Panama City and contains much of Florida’s Big Bend and Emerald coast. Tourism and fishing are major industries. District 2 is 81.7% white and 12.7% black, and is one of America's 206 famous pivot counties: Obama won the district in 2008, but in 2016, it went strongly for Trump. Similarly, Republican Incumbent Neal Dunn won with 67% of the vote in 2016, compared with a Democratic win of 50% in 2014. Incumbent Dunn supports tax reform and has an AQ rating from the NRA. He famously does not hold town hall meetings, to the frustration of residents. Democratic challenger Bob Rackleff is a Navy veteran and a respected former county commissioner who supports services for veterans and universal Medicare.  Cook rates this district R+18.
