Florida’s 4th district lies in the Northernmost corner Florida, with coast along its eastern side. It’s anchored in Jacksonville, and is 87% urban and 82% white. The district went heavily for Trump in 2016. Former Republican Representative Ander Crenshaw retired in 2016 after eight terms in Congress, many of which he won unnopposed. His successor, Incumbent John Rutherford, is a moderate Republican and former police captain, and supports tax and immigration reform. He famously spoke out in favor of banning bump stocks after the Parkland shooting, while also supporting concealed-carry laws. Democratic candidate Ges Selmont runs a platform based on veterans rights and support for labor unions. The Cook rating for this district is R+17.
