Georgia’s thirteenth congressional district is located towards the center of the state. The district is almost entirely composed of southern and western suburbs of Atlanta. The population of 746,218 (as of 2016) is nearly 60% black, making it a minority-majority district. The district has been solidly Democrat since 2002, despite redistricting in 2011, with current incumbent David Scott having won every election since 2004 with over 60% of each vote (including running unopposed the last two elections). This year, Scott is opposed by Republican David Callahan. However, the district is expected to remain solidly Democrat.
