Indiana's 1st congressional district is located in the northwest corner of the state, encompassing Gary and its surrounding suburbs, which have a strong economic connection with the nearby city of Chicago. The district has been fairly Democratic: Hillary Clinton won it by 13 points in the 2016, while Barack Obama won it by even higher margins: 24 and 28 points in 2012 and 2008, respectively. Though some of the shift in 2016 towards Trump may be due to the fact that former Indiana governor Mike Pence was Trump's running mate, it is still possible that the district has recently shifted to the right.

Democratic incumbent Pete Visclosky has represented the district for the past 34 years, being first elected in 1984; if he defeats Republican challenger Mark Leyva, a carpenter, he will be elected to his eighteenth term.
