Indiana's 7th congressional district is an urban district containing central and southern Indianapolis, where 99.7% of the population lives in an urban area. It is solidly Democratic, having voted for Hillary Clinton by 23 points in 2016.

Democratic incumbent Andre Carson, who was first elected in a special election in 2008, is running for reelection against Republican challenger Wayne Harmon, a veteran and parole officer.
