Louisiana’s first congressional district rests on the northern shore of Lake Pontchartrain. It’s 86% urban with a population of 803,427. 78% of the population is white and 14% is black, with the median income residing at $56,938. The candidates are Jim Francis (D) and Steve Scalise (R). Jim Francis studied Computer Science at the University of Akron and decided to run for Congress after the Parkland shooting in Florida. Steve Scalise is the House Majority Whip and was the Chairman of the Republican Study Committee. In 2012, Obama won 27.51% of the two party vote during the presidential election, Vinny Mendoza won 10.15% of the two-party vote in 2014, Clinton won only 27.99% of the two-party vote in 2016 and Lee Ann Dugas won 20.72% of the two-party vote in 2016.
