Maryland’s 1st congressional district is 40.59% rural. The district comprises of the eastern shore of Maryland, Salisbury, as well as parts of Baltimore, Harford, and Carroll counties. The district is the only solidly republican district in Maryland - no democratic candidate has gotten even 40% of the vote in the House or Presidential election since 2010, and around 80.02% of the population is white. For the 2018 house race, the incumbent is republican Andy Harris, who has held the seat since 2011 since defeating the Democratic incumbent in 2010 and has received over 60% of the vote over the last three elections. Harris was born in 1957 in New York City, and graduated from Johns Hopkins University. His opponent is democrat Jesse Colvin, who in a 4th generation Marylander.
