Maryland’s 4th congressional district is 97.9% urban and 2.1% rural. The district has parts of Prince George's County, Anne Arundel County, Washington D.C. The district is solidly Democratic, voting in a Democratic representative for all 5 previous elections as well as for a Democratic presidential candidate. For the 2018 house race, the incumbent is Democrat Anthony G. Brown, who has held the seat since 2016. Brown has served as lieutenant governor of Maryland from 2006 to 2015 and in the Maryland House of Delegates for 8 years, representing Prince George's County. He is active military, with a rank of Colonel, having served in the U.S. Army for almost thirty years. His opponent is republican George McDermott, who has unsuccessfully run for representative in the past 3 house elections.
