Maryland’s 5th congressional district is 75.19% urban and 25.81% rural. The district has all of Charles, Calvert, and St. Mary's counties. It has parts of Prince George's and Anne Arundel counties. The district is solidly Democratic, voting in a Democratic representative for all 5 previous elections as well as for a Democratic presidential candidate. For the 2018 house race, the incumbent is Democrat Steny Hoyer, who has held the seat since 1981. Hoyer has served the house since 1981 and was the House Majority Leader from 2007 to 2011. Previously he was the House Minority Whip from 2003 to 2007 and in 2011. He is the second-ranking and most senior Democrat in the House. His opponent is republican William Devine III.
