Maryland’s 7th congressional district is 95.4% urban and 4.6% rural. The district comprises of just over half of Baltimore City, sections of Baltimore County, and the majority of Howard County. The district is solidly Democratic, voting in a Democratic representative for the previous 5 elections as well as for a Democratic presidential. For the 2018 house race, the incumbent is Democrat Elijah Cumming, who has held the seat since 1996. Cumming prior to his time in Congress had previously served 14 years in the Maryland House of Delegates. His opponent is republican Richmond Davis, who had previously served as an attorney; this is his first time running for any political office.
