Maryland’s 8th congressional district is 88.08% urban and 11.92% rural. The district comprises of parts of Carroll, Frederick and Montgomery counties. The district is solidly Democratic, voting in a Democratic representative for the previous 5 elections as well as for a Democratic presidential. For the 2018 house race, the incumbent is Democrat Jamie Raskin, who has held the seat since 2016. Before his terms as representative, he taught constitutional law and legislation at American University and Washington College of Law. His opponent is republican John Walsh.
