The 4th congressional district covers almost all of Ramsey County and all of St. Paul city. The two candidates running are Betty McCollum (D) and Greg Ryan (R). The population is 74.2% White, 10.5% Asian, and around 637,000 people. Betty McCollum was the second Minnesota oman elected to serve in Congress. McCollum is passionate about improving education, protecting the environment, expanding health care, and a strong national defense. Greg Ryan’s main issues include supporting the 2nd Amendment, protecting national borders, returning powers to the states, and cutting federal spending. Betty McCollum has been in office since 2000. The Democratic candidate won in the presidential election with at least 60% of the vote since 2004; Barack Obama won with 62% and 62% of the vote in 2008 and 2012, respectively, and Hillary Clinton won with 62% of the vote.
