This district includes parts of three counties: Burlington, Camden, and Gloucester. Camden County has historically voted strongly Democratic for all levels of elections. Gloucester tends to vote for the Democratic party, however, less so compared to the rest of the state. Burlington County is considered a swing county, although it has voted Democratic for the past seven presidential elections. Overall, in recent elections, this district has voted Democratic. In the past eight congressional elections, the Democratic candidate has received at least 60% of the two-party vote. The district’s population is 70.0% Caucasian, 17.2% African American, 11.6% Hispanic, 4.5% Asian, 0.3% Native American, and 8.0% other. 
The incumbent is Democratic candidate Donald Norcross. In 2014, Norcross was elected to the House seat to fill the seat after Republican Rob Andrews resigned. His key issues include civil rights, the environment, and health care. The Republican candidate is Paul E. Dilks. Dilks has worked as a radio personality, community volunteer, and currently works in the reverse mortgage department of Investors Bank. His key issues include education, immigration, and medical marijuana.
