New Jersey 10 is located in the northeastern part of the state, and its population is 21% White, 52% Black, 18% Hispanic, and 6% Asian. Since 2012, the current incumbent, Donald Payne Jr. (D), has won every election. Before him, his father served from 2000 to 2012. He has previously served as the president of the Newark city council. In Congress, he served on the Committee on Homeland Security and the Committee on Transportation and Infrastructure. This time, his opponent is Agha Khan (R). He is the current president of the American Muslim Foundation in New Jersey and was also Commissioner of the Jersey City Development Corporation from 2001-2007. In 2016, Khan ran to represent New Jersey 8 and lost by a margin over 50%.
