New York’s 13th district is the smallest district by area in the US, comprising upper Manhattan and a small part of the Bronx. It is 30% African American and 54% Hispanic. In the 2012 and 2016 presidential elections, it voted 93% and 92% Democratic, respectively. The current representative is Democrat Adriano Espaillat, the first formerly undocumented immigrant ever to serve in Congress and the first Dominican-American member of Congress. Though he won by a margin of less than 2% in the 2016 Democratic primaries, he won the general election with 89% of the vote. His opponent is socially liberal Republican Jineea Butler.
