New York District 23 encompasses the south-western part of New York. It Is bordered to the south by Pennsylvania and to the west by lake Erie and includes three Finger Lakes, Keuka, Seneca, and Cayuga. The district includes the cities of Elmira, Jamestown, and Ithaca but is primarily rural. The district is 91.6% White, 2.9% Black, 3.3% Hispanic, and 2.2% Asian.  Democratic candidate Tracy Mitrano is running against Republican incumbent Tom Reed. 49.39% of the district voted Democratic in the 2012 presidential election and 42.14% voted Democratic in the 2016 presidential election.
