North Carolina's 13th district is most urban (73.33%) and 26.67% rural. 68.73% of the population is white (non-hispanic), and 27% have received a bachelor or higher. The median household income is $47,440. Historically, from 2002 to 2010, this district tended to vote for democratic incumbent Brad Miller; however, after Miller dropped from the race, the Republicans started winning. In 2016, Ted Budd (R) won with 56.1% of the vote. In 2014, George Holding (R) won with 57.3% of the vote. In 2012, Holding won with 56.8% of the vote. In 2010, Brad Miller (D) won with 55.5% of the vote. The current candidates are business graduate and incumbent Ted Budd (R) and small business owner Kathy Manning (D). The BPI for this district is -5.68, and the fundamentals-only model predicts that Ted Budd will win with 60.33% of the vote.
