Oregon 3 is in the northern region, and it is east of Oregon 1. The district contains portions of Clackamas and Multnomah counties. The race makeup is 79.4% white, 5.3% black, and 6.5% Asian.

Earl Blumenauer (D) has been congressman since 1996. In 2016, he won by a margin of 51.4% against independent candidate David Walker. In 2014, he won by a margin of 52.7% against James Buchal (R). This year, Earl has won the Democratic primaries, and there is no Republican candidate to run against him.
