Pennsylvania’s new 13th congressional district includes Johnstown, Somerset, Altoona, Chambersburg, and Waynesboro. Around 50.8% of the population lives in rural areas and practically the entire district leans Republican. It is similar to the old district 9 geographically and almost identical politically. Brent Ottaway is the Democratic candidate. He was college faculty before campaigning and wants to improve education and public services. His opponent is John Joyce, a Republican physician who used to help the military.
