Pennsylvania’s third district contains western and northwestern Philadelphia with a small portion of central Philadelphia giving it similar make-up to old district 2. Dwight Evans is the democratic incumbent in a largely democratic district with republican Bryan Leib looking to take his seat. Evans has a strong commitment to the city of Philadelphia and renew previous urban centers in the city. Leib plans to reform the district’s finances and create more vocational education and training.
