This northern district borders North Carolina and includes the rapidly growing cities of Rock Hill, Fort Mill, and Lake Wylie as well as a largely agricultural and rural landscape. This district has recently swung from Democratic to Republican in 2011 and in the 2016 presidential election, Trump won the district by 59.7%. The population is 66.7% white, 28.6% black, and 1.6% Hispanic. The Republican incumbent is Ralph Norman, who worked as a real estate developer and won the district’s special election in 2017. Norman supports a stronger state and local government, inflated military spending, and a secure border. He also opposes Obamacare and supports net neutrality. His Democratic opponent is tax attorney Archie Parnell, who wants to ensure that corporations pay taxes and to close the wage gap. He also supports Obamacare, the expansion of medical leave, and the right of same-sex couples to marry.
