This rural district is located in central and southern North Carolina and is dominantly Democratic as it is a black-majority district. Historically, this district has been considered the safe Democratic district of South Carolina. The population is 40.8% white and 57.0% black. The Democratic incumbent is Jim Clyburn, who assumed office in 1993 and has served as the House Assistant Minority Leader since 2011. Clyburn has introduced legislation to provide medical care to uninsured and low-income citizens and is pro-choice. He also advocates for nuclear energy as opposed to fossil fuels and increases in minimum wage. His Republican opponent is Gerhard Gressmann, who has worked a variety of jobs. Gressmann is a devoted Christian and is opposed to abortions, the LGBTQ community, open borders, and DACA.
