This northeastern district was re-established in 2013 and includes the Myrtle Beach metropolitan area. The extremely Republican-dominated Horry County forces the district to lean Republican as well. In the 2016 presidential election, Trump won this district by 59.8%. The population is 65.4% white and 29.6% black. The Republican incumbent is Tom Rice, who established his own law practice and was first elected in 2013. Rice is a conservative in regards to the Constitution and supports the right to life movement. He is also focused on building a strong economy and good jobs. His Democratic opponent is Robert Williams, who has served in the army and worked as a business consultant. Williams wants to expand access to higher education and to affordable housing and healthcare for the underprivileged. He also wants to improve national security and economic development.
