Tennessee’s fifth congressional district is located in the center of the state. According to the census, the district is 88.68% urban and 11.32% rural. It is a primarily White and Black district. This district has strongly voted Democratic in the past three elections. In the 2012 presidential election, the Democrats of this district won approximately 57% of the two-party vote. In the 2014 house election, the Democrats won 60% of the two-party vote. In the 2016 presidential election, the Democrats won 63% of the two-party vote. In the house election, they won 75% of the two-party vote. Currently, Democratic incumbent, Jim Cooper, and Republican representative, Jody Ball, are running for this seat. Cooper has been this district’s representative since 2003. He also represented Tennessee’s fourth congressional district from 1983 to 1995. Ball has owned a business that handles medical claims, claim administration and medical billing.
