Texas’ 23rd congressional district encompasses southwestern Texas excluding El Paso.It is 78.09% urban, 24.92% white, and 68.34% hispanic. The Republican incumbent Will Hurd has been in office since 2015 and is one of two African-American Republicans currently in the House. His won reelection in 2016 with only a 1.3% vote lead. Before Hurd came to office, Democratic and Republican challengers defeated the opposing party’s incumbent in every election since 2006. He has previous government experience with the CIA and has worked on passing many bills on technology and cybersecurity. The Democratic challenger, Gina Ortiz Jones, is an Iraq War veteran who served up to the rank of captain. In recent presidential elections, the district has voted for Clinton (2016), Romney (2012), Obama (2008), and Bush (2000, 2004)
