Texas’ 28th congressional district falls south of San Antonio and spans towards the U.S.-Mexican border. It is 82.75% urban, 15.09% white, and 78.5% hispanic. The Democratic incumbent, Henry Cuellar, has been in office since 2005, and has been a professor at Texas A&M and has multiple postgraduate degrees, including a PhD. He has won reelection by a 30% or greater vote share lead in every election since 2012. The Libertarian challenger is Arthur Thomas IV. The district has voted moderately in the last five presidential elections, voting for Clinton (2016), Romney (2012), Obama (2008), and Bush (2000, 2004).
