Texas’ 31st congressional district is a strip in central Texas just North of Austin. It is 86.1% urban and 56.7% white. The Republican incumbent, John Carter, has been in office since 2003, and served as general counsel on the Texas House of Representatives Agricultural Committee. The Democratic challenger, M.J. Hegar, served in the Air Force and wrote her memoir “Shoot like a Girl.” In the 2012 Presidential election, Obama won 39.12% of the district's two party vote. 2014 the House race Democratic candidate won 33.29% of the vote. In the 2016 Presidential election Clinton won 43.27% of the two party vote. 2016's House race the Democratic candidate won 61.54% of the two party vote.
