Texas’ 7th congressional district is a C-shaped region west of Houston. It is 100% urban, 45% white, and 32% hispanic. The Republican incumbent, John Culberson, has served since 2001 and describes himself as “a fiscally conservative ‘Jeffersonian Republican’”, but doesn’t have many individual accomplishments as a representative. He won with 56% of the vote in 2016, 63% in 2014, and 61% in 2012. The Democratic challenger, Lizzie Pannell Fletcher, is a lawyer who has been recognized as one of the Best Lawyers in America. Texas 7 is generally seen as a toss-up district.
