Virginia's 3rd Congressional District includes the independent cities of Franklin, Newport News, and Portsmouth, parts of the independent cities of Chesapeake, Hampton, Norfolk, and Suffolk, and all of the county of Isle of Wight. This district is strongly Democratic: 76% of the votes went to Obama in both the 2008 and 2012 elections, while Hillary Clinton won 63%.
