Wisconsin’s second district is situated in the southern portion of Wisconsin, sharing a border with Illinois. It contains the state capital of Madison, also known as the City of Four Lakes. It is 75% Urban and the population is composed of 91% White, 3.6% Black, 2.4% Hispanic, and 3.4% Asian. The District has consistently voted Democrat since the turn of the century, for both congressional and presidential elections. In the past three Presidential Elections, this District has voted over 65% for the Democrats. In 2016, Pocan defended his seat with 68.8% of the vote. Mark Pocan is the Democratic Incumbent of the District running unopposed in both the General Election and the Democratic Primary. He began his service to the District in 2013, and he is currently serving in the Appropriations Committee.
