Wisconsin’s third district covers most of the western border of wisconsin, including all of the border shared with Iowa. It contains the cities of La Crosse and Eau Claire. It is 43% rural and 57% urban and the population is composed of 96.6% White, 1.2% Asian, and 1% Hispanic. On presidential elections, the district has voted Democrat (59.4% in 2008 for Obama, and 54.8% in 2012) since the turn of the century with the exception of 2016, when they voted a plurality of 49.3% for Donald Trump. However, they voted for the Democratic House nominee, Ronald James Kind, as he ran unopposed in 2016. Kind participates in his 11th run for the same office which he has held since 1997. He runs on the platform to move government subsidies from wealthier agricultural farmers toward smaller farms. Opposing him is Retired Colonel Steve Toft, who is running on the platform of smaller government. There is no mention of Donald Trump in his campaign page.
