Wisconsin’s fourth district contains Milwaukee and the surrounding metro area. It is 100% Urban and has a population consisting of 49% White, 36% Black, 17% Hispanic, and 10% other. It has voted for the Democratic candidate for presidential elections since the turn of the century, and has voted a Democrat for their representative since 1948. This can be seen in the past few Presidential elections has Obama and Clinton won this district with at least 74% of the vote. The incumbent, Gwen Moore, won her 2016 run with 77% of the vote and has served the District since 2005 and has been a consistent Democrat voter in the House. No opponent has gotten more than 30% of votes during her tenure. The Republican candidate, Tim Rogers, is a deliveryman.
